Hedge Street Roadway Improvement, Fairhaven, MA

Location of Work: Town of Fairhaven Massachusetts.  Sealed Bids for construction of the Hedge Street Roadway Improvement Project will be received by the Planning & Economic Development Department in Fairhaven, Massachusetts until 11:00 a.m., September 13, 2018 at which time and place all bids will be publicly opened and bids read aloud.  Bids submitted after this time will not be accepted.  The Hedge Street project involves the following major items of reconstruction on Hedge Street from Main Street to the west end of Hedge Street at the Acushnet River.  Approximately 1,130 feet in total length, including sewer, water and drain improvements, concrete sidewalk construction, precast concrete curb, retaining wall replacement, roadway pavement reclamation, grading and paving. Estimated project cost is $838,000.

Contract documents will be available August 29, 2018.  Contract Documents may be viewed and downloaded as a Portable Document Format (PDF) file free of charge at www.accentblueprints.com.  Copies may be obtained for free by completing an order online or calling 978-362-8038 for each set.  Completed orders may be picked up at the office of Accent Blueprints located at 99 Chelmsford Road, North Billerica, MA 01862 from 9 a.m. to 4 p.m.  Copies may also be shipped to prospective bidders for an additional charge to cover handling and mailing fees.  All payments for printing and shipping are nonrefundable. To be added to the project plan holder’s list to guarantee receipt of addenda, it is recommended interested bidders obtain the Contract Documents directly from Accent Blueprints.  Interested bidders will be prompted to register an email address with Accent Blueprints to access the documents.

A MassDOT prequalification must be in place prior to bid acceptance.  A non-mandatory, pre-bid, informational meeting and site walk is scheduled on September 6, 2018 at 10:00 a.m. at the Fairhaven Town Hall in the Banquet Room.

BID SECURITIES shall be in amount of 5% of the bid and in the form of a certified check drawn upon a bank within the State of Massachusetts or a bid bond executed by a surety company authorized to do business in Massachusetts, made payable to the OWNER.

The award will be to the lowest, responsible, and eligible bidder. The successful bidder must furnish a 100% PERFORMANCE and PAYMENT BOND and will be required to execute the Contract Agreement within five (5) days following notification of the acceptance of his Bid.  The OWNER reserves the right to reject any or all bids, to accept any bid, to waive any informality on bids received, and to omit any item or items deemed advisable for the best interests of the OWNER.  All costs associated with the preparation of the bids shall be the responsibility of the bidder, regardless of whether or not the Contract is awarded.

This project is to being funded in part by a CDBG 2018 Grant from the Massachusetts Department of Housing and Community Development.  The award of the contract is contingent upon the final approval of CDBG funding and Chapter 90 funding.  Bids are subject to Chapter 30-Section 39M, to Federal Labor Provisions, and to Massachusetts minimum wage rates as required by M.G.L. Chapter 149- Sections 26 to 27H inclusive, or by the Davis/Bacon Wage Rate, whichever hourly rate pays more.  The project is subject to Title VI of the Civil rights Act of 1964, Section 3 of the Housing and Urban Development Act of 1968 and the town is an Equal Opportunity Employer.

By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded after the opening of bids.
